Sejak tahun 2016 Rancangan Undang-Undang Penghapusan Kekerasann Seksual (RUU PKS) masuk dalam Prolegnas, namun sampai hari ini (September 2020) belum juga disahkan oleh DPR RI. Bahkan akhir Juni lalu, DPR RI mengumumkan dikeluarkannya RUU PKS dari Prolegnas 2020. Padahal angka kekerasan seksual meningkat hampir 800% terhitung sejak 2012 (Komnas Perempuan, Maret 2020), belum lagi di masa pandemi ini resiko kekerasan berbasis gender online yang juga meningkat dan mengarah pada ancaman kekerasan seksual. Angka tersebut menunjukkan indikasi kedaruratan pengesahan RUU PKS untuk merespon situasi kekerasan seksual di Indonesia saat ini. Data dan laporan YLBHI dan 18 LBH Kantor selama mendampingi kasus-kasus kekerasan seksual menunjukkan sulitnya mencari keadilan bagi para korban. Berbagai hambatan dan tantangan selalu menyertai upaya advokasi korban, baik dalam proses hukum, pemulihan psikologis dan sosial, atau institusi-institusi agama dan pendidikan yang masih cenderung melindungi pelaku dan tidak akomodatif terhadap kebutuhan pemulihan korban.
